Tien Hai District is affirming its pivotal role in attracting investment and promoting socio-economic development in Thai Binh Province. The land clearance work has been carried out with flexibility, creativity, and efficiency, becoming a decisive factor in the district’s success.
* Industrial zone with “lightning-fast” site clearance speed
Hung Phu Industrial Park is located within the administrative boundaries of Nam Hung Commune, Tien Hai District, Thai Binh Province, covering an area of 209 hectares with a total investment capital of over VND 2,300 billion. The project is developed by Geleximco Hung Phu Industrial Park Joint Stock Company, a member company of the Geleximco Group. This industrial park is among the fastest in the country in terms of land clearance, completed in just 55 days. It was also visited and directed by Prime Minister Pham Minh Chinh during the groundbreaking ceremony held on May 12, 2025.
Approximately 760 households affected by the project have been fully informed and encouraged by the local authorities through advocacy and public disclosure of the mechanisms and policies they are entitled to when their land is acquired for the construction of the industrial park, aimed at promoting socio-economic development within the locality.
Mr. Luu Quang Long from Loc Trung hamlet, Nam Hung commune, shared that he received over VND 400 million in compensation for site clearance, ensuring his livelihood in old age.
Expressing his excitement upon receiving compensation for more than 1,600 square meters of family land, Mr. Pham Quang Vu from Loc Ninh village, Nam Hung commune, stated: “The clarity and transparency demonstrated by district and commune officials during the land clearance process—especially their explanations about planning and entitlements—helped residents understand and support the State’s policies. I hope the project will be successfully completed so that local people can have jobs nearby.”
Mr. Nguyen Van Phiem, Chairman of the People’s Committee of Nam Hung Commune, emphasized that October 31, 2024, marked the first day local residents of Nam Hung received compensation payments for land clearance under the Hung Phu Industrial Park project. The compensation and financial support were carried out quickly and efficiently, based on a spirit of harmony and strong consensus, which made the residents feel happy and enthusiastic to receive the support funds.
Mr. Nguyễn Văn Phiêm, Chairman of the People’s Committee of Nam Hưng Commune, shared with reporters his experience in land clearance. According to Mr. Phiêm, land clearance is a complex task that requires the active involvement of the entire political system, especially at the grassroots level. The People’s Committee of Nam Hưng Commune consistently upholds a strong sense of responsibility and coordinates closely with various units, particularly the Tiền Hải District Land Fund Development and Industrial Cluster Center, to ensure project progress. They work tirelessly around the clock, including weekends, while maintaining transparency and openness to keep residents well-informed and foster their consensus.
* Focus on Dialogue, Transparency, and Openness
Tiền Hải is a coastal district located in the southeastern part of Thái Bình Province, boasting a coastline nearly 24 kilometers long with 8 coastal communes. According to the Thái Bình Provincial Master Plan for the 2021-2030 period, with a vision to 2050, approved by the Prime Minister under Decision No. 1735/QĐ-TTg dated December 29, 2023, Tiền Hải has been identified as one of two key districts for developing the province’s coastal economic zone. The planned area covers nearly 18,000 hectares and includes functional subdivisions such as the Cồn Thủ and Cồn Vành coastal resort tourism area, the Đồng Châu coastal urban area, and several industrial parks including: Hai Long, Hung Phu, Hoang Long, Tien Hai, Hoang Minh, etc.
In order to implement projects in line with the master plan approved by the Prime Minister, land clearance is considered a pivotal step to ensure projects are completed on schedule. Many projects have successfully completed land clearance within a remarkably short time frame, earning strong support and consensus from the local community. According to Mr. Bùi Tuấn Anh, Vice Chairman of the People’s Committee of Tiền Hải District, the recent breakthroughs in land clearance for various projects have been made possible thanks to the timely issuance of Decision No. 34/2024/QĐ-UBND, dated September 30, 2024, by the People’s Committee of Thái Bình Province. This decision outlines a number of policies on compensation, support, and resettlement when the State recovers land in the province. The policies are timely, practical, and well-aligned with the current local context, ensuring a harmonious balance of interests among all parties involved.
Sharing about the success and experience in land clearance efforts in Tiền Hải, Mr. Bùi Tuấn Anh said that one of the core lessons lies in placing people at the center of the process, strengthening dialogue, and ensuring transparency at every stage. From the early stages of project preparation, local Party committees and authorities have proactively engaged with affected residents, listening to their opinions, concerns, and aspirations. Information regarding planning, compensation policies, support, and resettlement has been publicly disclosed and clearly explained, fostering strong consensus and support within the community.
In addition to strictly complying with legal regulations, Tiền Hải District has proactively studied and flexibly applied specific policies and mechanisms at both the provincial and local levels to ensure the highest possible benefits for residents. Compensation and support plans are tailored to real-life conditions, taking into account the unique circumstances of each household and each area of land. Notably, for households whose livelihoods are significantly affected, the district has implemented policies for vocational transition, job training, and employment support, helping residents stabilize their lives after relocation. Resettlement work is also given special attention, with resettlement areas being comprehensively planned with both technical and social infrastructure, ensuring living conditions that are equal to or better than those in previous locations.
The valuable experience accumulated in land clearance efforts in Tiền Hải District has not only contributed to accelerating the progress of key projects but also helped foster trust and public consensus. This serves as a crucial foundation for the district to continue attracting investment, leveraging its strengths and potential, and positioning Tiền Hải as one of the most dynamic and fast-growing localities in Thái Bình Province.
In the coming period, Tiền Hải District is committed to further innovating its approaches and enhancing the effectiveness of land clearance efforts, with particular emphasis on ensuring sustainable livelihoods for affected residents and developing modern, well-planned resettlement areas. These initiatives will lay the foundation for accelerating the progress of other key projects in the near future, thereby contributing to the early realization of the Thái Bình Economic Zone as a driving force for local socio-economic development, in line with the objectives set out in the 20th Provincial Party Congress Resolution of Thái Bình for the 2020–2025 term..
