On the morning of May 12th, the People’s Committee of Thai Binh Province held a groundbreaking ceremony for the Ninh Binh – Hai Phong Expressway (CT.08) project, covering the sections through Nam Dinh and Thai Binh provinces, as well as for the Hung Phu Industrial Park project.
Attending and directing the groundbreaking ceremony were Prime Minister Pham Minh Chinh; Mr. Tran Quoc Vuong, former Politburo member and former Standing Secretary of the Party Central Committee; Minister of Construction Tran Hong Minh; Mr. Ngo Dong Hai, Deputy Head of the Central Propaganda and Mobilization Department; along with leaders from central and local ministries and agencies

The CT.08 Expressway project, covering the sections through Nam Dinh and Thai Binh provinces, is being invested under a public-private partnership (PPP) model with a total length of approximately 60.9 km; including 27.6 km in Nam Dinh Province and 33.3 km in Thai Binh Province.
The project has a total investment of VND 19,784.55 billion and is developed to expressway standards with a complete four-lane layout, a roadbed width of 24.75 meters, and a design speed of 120 km/h. The project is scheduled to commence in 2023, with basic completion expected by 2027, and is planned to be operational from 2028.
The Hung Phu Industrial Park project, also invested by the Geleximco Group, covers an area of over 200 hectares with a total investment capital of nearly VND 2,000 billion. Located within the Thai Binh Economic Zone, it holds a strategically advantageous position adjacent to the Hanoi – Hai Phong – Quang Ninh economic triangle.

Speaking at the groundbreaking ceremony, Prime Minister Pham Minh Chinh praised these as two important projects with great significance for Thai Binh Province and the surrounding region, contributing to the celebration of the 135th anniversary of the birth of the great President Ho Chi Minh.
The Prime Minister affirmed that transportation remains a bottleneck in the Red River Delta provinces, especially Ninh Binh, Nam Dinh, Thai Binh, and Hai Phong. Therefore, the Government decided to open the expressway passing through these provinces and cities to create breakthroughs for local development.
The Prime Minister requested that Thai Binh Province promptly complete all necessary dossiers and procedures with strict compliance; focus on technical measures to treat weak soil foundations; ensure adequate supply of sand and raw materials for the project despite material shortages in the province; guarantee the project’s progress and quality without cost overruns; combat corruption, negativity, wastefulness, and vested interests; ensure technical standards, aesthetics, safety, and environmental hygiene; and safeguard the livelihoods of affected residents who relinquish land for the project.

The Prime Minister also noted that Thai Binh should plan and implement coastal land reclamation for development. Nam Dinh, Ninh Binh, and Hai Phong provinces must coordinate closely to maximize the benefits of this vital transport route. Ministries, agencies, and local authorities must resolve matters within their jurisdiction, and report to higher authorities for matters beyond their mandate.
The Prime Minister also requested that ministries and agencies closely monitor and support Thai Binh Province throughout the implementation process, coordinate tightly with local authorities, and proactively resolve difficulties and obstacles within their authority and in accordance with the law; firmly refusing to shirk or evade responsibilities. Neighboring provinces are urged to cooperate closely with Thai Binh Province to implement the project and effectively utilize this important arterial route.
At the same time, investors are required to urgently mobilize maximum machinery and manpower to organize construction on the basis of “three shifts, four teams,” working “through heat and rain, not yielding to storms,” “working intensively both day and night,” “making up for lost time at night,” and “only focusing on progress, no retreat.” The goal is to complete the project ahead of schedule, shorten the timeline, finish within 2026, and put it into operation in 2027.
Regarding the Hung Phu Industrial Park infrastructure development project, the Prime Minister emphasized that this is a public-private cooperation model of “public leadership – private management”, promoting smart governance, attracting modern high-tech projects, and developing in a green, digital, and sustainable direction. Therefore, Thai Binh province must focus on strong leadership and close supervision, conduct regular inspections, be present on-site to resolve difficulties, motivate investors, contractors, officials, workers, and laborers so they do not feel isolated; and pay attention to the livelihoods of local residents in the project area.
